It is not possible to go to make receive/issue/adjustment in offline mode

Issue discovered while executing:

Test Case: Stock on Hand: Redirect from Receive/Issue/Adjustments screen to Stock on Hand screen after offline submit

Description
It is possible to enter the receive/issue/adjustment offline. But without caching an option by entering there online before. The user cannot go to the make receive/issue/adjustment view.

Reproduction steps
1. Click the "Stock Management" option on the menu bar.
2. Choose "Issue".
3. Click on the "Make Issue" next to any program.
4. Click the "Add" button next to the "Product" drop-down without selecting any product.
5. Select any product and click the "Add" button.
6. Try to Submit without changing anything.
7. Fill all required fields and go to offline mode
8. Click "Submit offline" button
9. Click "Confirm"
10. Click "Pending offline events (..)" link Failed
Expected: After clicking on the above, a user should be moved to the new page not available from the Navigation bar called Pending offline events
11. Choose "Receive" and click the "Make Receive" button next to any program.

Expected result
User should be able to make receive and other stock movements in offline without pre-caching them
