[FE] when a requisition is created from stock cards totalReceivedQuantity column should be read-only

Description

Discovered here:

For purposes of BUQ/TB monthly this column is enabled. But there is no check for the current program. It should be read-only for any other program.

I have fixed and checked the mentioned issue. Now the ‘Total received quantity’ is editable when the requisition is not created from stock cards. End read-only when it is created from stock cards.

I need to go back to this ticket, because i fixed the bug here but it lead to problem with the requisition not created from stock cards.

For such requisition the field is also read-only which is incorrect.
