Unnecessary skipSecondApproval variable

Description

The variable skipSecondApproval has been moved redundantly( ). It is visible in the code and the user can see it when editing supervisory node - but it is not used anywhere. This makes the user confused because it looks like checking the checkbox will affect other features of the application.

As part of the task, make sure that the variable is not used, and then remove its occurrences from the code
