[FE] No of Patients on Treatment next month (C) column should not be editable

Description

Issue discovered while executing:

Test Case: Requisition Templates: Creating an order with the use of a new requisition template

Execution Date: 03/Mar/2025

Open Execution

Reproduction steps
1. Initiate a regular requisition for the program and facility using the newly-created template.
2. Check whether all columns that were set as displayed in the new template's settings are visible.
3. Print the requisition and check whether all columns that were set as displayed in the new template's settings are visible.
4. Check whether it is possible to enter data into all columns for which the source in the template's setting was "User input". It should be impossible to write in "No of Patients on Treatment next month (C)" - it is not editable.

Actual: The column is editable.
Tested on user: 1_BalakaDH (won't work after wipe rebuild)

From AC: No of Patients on Treatment next month (C), Quantity issued and Remakrs columns are editable for disctrict level users and uneditable for other levels users .

The source is user input and it is not editable.

To check if this column hasn’t been modified by BUQ. If so, we need to change it according to the test case. Additionally, check what is the source for this column to ensure we have data once we make it not editable
