BUQ page not available for sub-approve

Description

Issue discovered while executing:

Test Case: BUQ: Approve the forecasting on District and Regional level.

Execution Date: 03/Mar/2025

Open Execution

Reproduction steps
1. Click on the "View" button next to any forecasting. Failed
Expected: The "Facility Demanding Forecasting Form" should be visible on the screen.
Comment: despite setting the appropriate rights, the buq tab in the menu does not appear
