There is an important difference between quantity: 0 and NR. If a health center's number of full coverage vaccinations is 0, then the correct input is 0. If a health center's number of full coverage vaccinations is unknown, the correct input is NR (no record). For more on how to use the NR checkboxes, see How to: Understanding and using NR.
