Make non-full requisition ctrl return only non-full items

Description

Currently the markup for the non-full-supply screen uses a $filter to remove line items from the requisition template that are not full supply.

The filtering of requisition line-items that are non-full-supply should happen within the non-full-supply controller — not within the markup.

If the filter is removed, and a different pattern is used, it produces a `$digest: max iterations reached` error.

Acceptance Criteria

  • The non-full-supply controller supplies the markup with a pre-filtered list of requisition line items
