Offline UI indicator redesign

Description

The current way we are showing that a user is offline is too subtle. The goal of this redesign is to make the offline indicator more obvious.

The following changes can probably done in mostly css (which should live in header.scss, not offline.scss)

NOTE: Don't worry about getting the logo to match, it will be swapped out

Acceptance Criteria

  • Invert color scheme in header

  • Make body background color into header background color

  • Place power/bolt icon next to the phrase ("You are offline")

  • Make "You are offline" plain text, add a button next to it with the text "Check connection"

Yes, I am turning off my wifi to go offline. I tried it again just now on Test (after clearing my Chrome cache) and I'm still getting the square indicator:

The bug happens in Incognito mode, but things work fine in normal mode. So weird! Maybe in we can decide if Incognito bugs are important to fix.

I cleared my browser cache, reloaded the page, logged in, then went offline using dev tools and it showed up
... , did you go offline by actually turning off your wifi?

The icon does not appear for me (Thursday) in Chrome both as normal chrome window and Incognito window:

and , I just logged a bug since the power/bolt icon isn't showing up for me. It could either be fixed against this ticket or the bug...
