The page should default to "My supervised facilities" if they don't have a home facility

Description

Feedback for 2098.

Some users will not have a home facility, and when they come here we don't want the page to break.

To do:
If a user don't have a home facility:
1.Make the "My supervised facilities" be default
2."My home facility" can not choose
