Clean up design in order fulfillment workflow

Description

When creating the local fulfillment workflow for adding a shipment to an order, we punted on the exact design layout. Now that the workflow has been created and is functional, there is a need for some visual design.

Acceptance Criteria

Mock-ups to show ideal state of the order fulfillment workflow
Designs are socialized
Tickets to make change to the order fulfillment workflow

Current Issues In Design

Major action button should be “confirm shipment” versus the “Delete”
Right align numbers
Redesign the header
Format "emergency" label

@Nick Reid, Re the things you are thinking about - modal for instance, perhaps you could show some HSG folks today and get their input. My concern with a modal is the number of clicks, but I could be convinced that modals are better. You could also share this mock up with the PC for more feedback. I'm sure @Dércio Duvane or @Alfred Mchau may have some thoughts.
