Initiating a Stock based requisition

Initiating a stock based requisition (might only be testing)

1. Once a new requisition template is initiated, it will use the requisition template configured at that time.

2. When a new requisition is initiated with a "stock-based" configuration, then all stock-based columns are uneditable. The only columns that are editable are requested quantity and requested quantity explanation.

3. Once requisition template is changed, any previously initiated requisitions should not change.

4. If a requisition template is configured to pull from stock cards, the requisition should not push information into the stock cards (this still needs to be done)

5. Existing zephyr test cases are updated (requisition template validations, testing that historical requisitions that use an old template are not changed).

6. When Adam has finished configuring the requisition template to pull from stock mgmt, there should be a test scenario for Spock to create the requisition where only certain fields (definitely requested quantity and requested quantity explanation) are editable. and is there any development work here to make this possible? For example, when Spock initiates the requisition, the newly configured requisition template is used.
