Steps to reproduce (from test ):
1. Log in as administrator
2. Go to Administration -> Facilities -> Comfort Health Clinic, edit the facility, go to Associated Programs tab.
3. Deactivate Essential Meds program. Save changes.
5. Go to Stock Management -> Adjustment
6. There still is a Essential Meds program on the list
This issue also occurs on Stock Management -> Issue and -> Receive. (Physical Inventory and Stock on Hand do not seem to have this bug, but once we fix this we should re-test all 5 stock management screens.)
When a program is no longer active at the user's home facility, the Stock Management screens should no longer allow recording stock managements (Adjustments, Issues, Receives) for that program.
Audit/review test case and make sure it is accurate now and all steps pass.
