R&R Create/Approve Report-only periods visual indicator

Description

As a user/supervisor, I would like to see an indication when the requisition that I am creating or approving will not result in an order.

Acceptance Criteria:

  1. When user or supervisor is viewing the report-only requisition, there is a visual indicator (or message) that says the requisition will not result in an order.

  2. The visual indicator is always visible, so the user knows it is a report only period.

  3. If the report-only setting cannot be found (is misconfigured or doesn't exist), then the default will be a report and requisition (will create an order to conver to order) period.

  4. Test steps are updated in this test case to include a test step for a user initiating a regular requisition (that doesn't have the report-only indicator), and another step for a user initiating a report-only requisition (that will show the report-only indicator).

Maybe it would be better to handle requisition template for “report-only” periods in the new ticket. This ticket is only about adding information on screen I feel like other things should be done as part of the same epic but in different ticket.

I was thinking that when initiating and returning the requisition with line items, we would exclude order-related columns and line item data, so it is not part of the report-only requisition. Then when it goes through the requisition workflow process on the backend, no validation would be checked, since that data is not in the line items. I haven’t looked into the code yet however to see if this is feasible.
