Create Add Supply Partner modal

Description

Create Add Supply Partner modal for adding new partners.

Acceptance Criteria

The screen should be available under /administration/supplyPartners/new URI
Add "Add" button on the View Supply Partners page
The screen should match the mockup from OLMIS‌-5353
Confirmation message when supply partner is saved
Only users with SUPPLY_PARTNER_MANAGE right should be able to have access to the page.

Feature well tested with the admin account, supply partner created successfully but I do not have the chance to create associations (assign programs, etc.)

I added information about what endpoints should be used for facility and product lists and ACC about right check.

We need clarification on selecting which products to associate to the supply partner.

Is the list of available products a complete list of products associated with the program? Or should the list be a subset of products associated with the Facility Type Approved Products (FTAP)?
