Missing value for Date submitted column on approve screen

Description

I found out that there are no values in the Date submitted column on the requisition approve screen:

Expected

There should be a date when the given requisition has been submitted.

I checked this ticket again and dates are displayed correctly and the sorting works properly.

I noticed that after rejection and re-submit and authorize, requisition with the period Jan2017 still has in the column "Date submitted" and "Date authorized" the date 01/01/2017 instead of the current one. This makes the sort of "Oldest authorized" also incorrect, because the latest authorization is displayed as the oldest. This issue applies to the data demo.

I also noticed that sorting after "Oldest authorized" when new requisition (Period: 2017Q3)was previously rejected does not display correctly. When sorting, the last authorization date is not considered the first, just like it was in OLMIS-5226. Sorting after "Newest authorized" displays correctly.
