Reproduction steps
Create a new user with an email address.
Reset password manually (not with email).
Click on the Reset Password button next to the newly created user.
Try to Send Reset Password email
Result
Getting an alert modal saying "Can''t send a request to the notification service."
Expected result
Reset password email is send to the user.
Note
Changing password manually work correctly.
The bug also occurs when trying to send reset password email during user creation.
