After removing an FTAP from orderable it is not on the list on Stock Management - Issue

During checking ticket https://openlmis.atlassian.net/browse/OLMIS-6442 it turned out that one of edge cases is not fulfilled.
When admin removes an FTAP from orderable, if there is already a stock card for it in Stock Management,
users are not allowed to record stock movements (issues, receipts, etc) for that product.

Reproduction steps:
1. Remove an orderable from FTAP (for this FTAP have to exist stock card in Stock Management)
2. Go to Stock Management -> Issue -> Make Issue
3. There is no product in the list that you removed

A confirmation on stock’s behaviour after removing FTAP from orderable is needed. Read Access should be guaranteed (Stock on Hand screen), what about stock movements?
