vrMIS always counted a HU as reporting if the HU was visited (regardless of whether data was entered) 

SELV only counts a HU as reporting if certain business rules are met: Report Definition: Health Units (HU) Reporting (e.g. If a HU was visited, it reported at least EPI data. A visited HU will always be counted as reporting.)

#HU Reported should always be greater than or equal to #HU visited.

How does vrMIS determine if a non-visited HU reported?

vrMIS it appears designates a health center as reporting if that health center has been "synced".  i.e. the record is marked as either "visited" or "not visited" - either way there is a record now that vrMIS wouldn't have had before.

Look at underlying data in Tableau and confirm that any data discrepancies are due to HU business rules.

vrMIS was erroneously including cases where no coverage data was reported in the overall coverage rate calculation. When no coverage data was reported, the target group number was still included in the overage coverage rate calculation. For example, if there are three HUs (note the row in pink is the source of the error):
