Goals/Scope

  • This functionality ensures subnational coverage data—doses delivered to the target population--can be recorded and monitored in the tool.
  • The goals of the coverage and wastage rate requirements are to collect information on the wastage rates of vaccines by dose and coverage of child and adult populations by dose so that vaccinators and storeroom managers can understand how much product is being used effectively and/or wasted at their facility for a given period of time.Copied from SELV Stock Management Wastage and Coverage requirements. If we go back and do this one, would be good to include wastage as well.

Background

WHO considers immunization coverage a key measure of immunization system performance. WHO has documented more details on the vaccine coverage administration and potential biases in calculations at the global level.
Country-specific processes, approvals, and timelines vary.

Assumptions

  • Data on coverage rates is collected and sent from the facility
  • The calculations for catchment populations are already determined.

MonitorNotes

1

Monitor timeliness and completeness of facility reporting.

As a DIVO, I want to monitor the timeliness and completeness of reporting from the facility level so that I can plan, identify potential shortfall and wastage, and improve overall performance for the district and facilities.

2

Monitor monthly coverage rates for store.

As DIVO, I want to view vaccine coverage rates for my store on a monthly and cumulative basis so that I can identify past issues to address and plan for future needs.

SMT

3

Use vaccine schedule data.

As a DIVO, I want to be able to use information entered in the vaccine schedule so that I can manage my store and fulfill product needs for intermediate stores.

1

RecordFrom SELV requirements, not updated for DVDMT. wastage numbers & reasons by facility, time period

As a storeroom manager, I want to record wastage amount and wastage rate for my facility so that I can see how much product is being wasted during a particular time period and I can make any needed plans for resupply or other stock management.

:::This needs to instead be added to Distribution:::
If I understand my wastage rates I can better plan for stock needed, work with the facility on reducing wastage, and improve efficiency of the system.
In addition to the storeroom manager, the DIVO and intermediary logistician will also need to view wastage rates for facilities, districts, and zones over a particular time period so that they can appropriately support the system.

SIIL, SELV

Must have

To calculate wastage and wastage rate the system will have to pull data from the electronic stock card around number of vials used and wasted during a particular time period. This deals with vaccines use/wastage only from an LMIS perspective and does not need programmatic data to be calculated.
This wastage becomes visible in other domains: visible in Reporting by higher-level users; and visible during Distributions for the lower-level staff planning a distribution.
Rachel Powers Vidya Sampath this needs to be moved to Distribution/resupply

2

Input reason for wastage

I want to be able to also provide the reason for wastage (VVM in case of heat, shake test in case for freezing, broken vial, expired vial)

3

Calculate coverage rates (DHIS2 integration)

As a DIVO I want to calculate coverage rates for adults and children so that I can assess how efficiently vaccine stock is my district is being used.
This calculation should take place with the input of programmatic data from and HMIS, and so an integration with DHIS2 is recommended to fulfill this requirement.

SIIL, SELV

Must have

This may need to be expanded to its own requirements page, as integration with DHIS2 may include pulling other program data into OpenLMIS.
