The Template service doesn't have checkstyle set to strict like the Requisition service and Reference Data services do. We agreed that strict checkstyle was better and so Template Service needs checkstyle to be set to strict and the checkstyle issues resolved:

Template Service has strict checkstyle enabled and matches the checkstyle document in Requisition Service
