Since everything in this epic is DONE and we're not adding anything more to this epic, I'm going to move the epic to DONE. (knowing that we use Platform component for these sorts of tickets)

@Josh Zamor @Mary Jo Kochendorfer I removed everything remaining in this epic except for the Audit Logging story. The tickets are un-tagged from the epic and un-tagged from fixVersion=3.0. Instead, I labelled them 'TechBacklog' and set Component=Platform (with a few obvious exceptions).

I added a listing to show the TechBacklog under the Platform section of our Tech Debt wiki page: https://openlmis.atlassian.net/wiki/display/OP/Technical+Debt+for+v3
