Notification Service needs strict Checkstyle

Description

The Notification service doesn't have checkstyle set to strict like the Requisition service and Reference Data services do. We agreed that strict checkstyle was better and so this service needs checkstyle to be set to strict and the checkstyle issues resolved:

Acceptance criteria:

  • Notification Service has strict checkstyle enabled and matches the checkstyle document in Requisition Service

  • Current checkstyle issues are resolved
