Build eLMIS 12 Key Reports (Excl Superset Enhancements)

This ticket tracks building the 12 eLMIS reports into Superset. It does not include any functional enhancements we're building into Superset (popups in country map viz type, adding some new viz types, PDF printing, etc.), but captures 80% of the reporting content included in the eLMIS reports.

   1. For now, this report is built off of requisition data. However, Ashraf let us know we should look at basing it off of data from the Fulfillment Service in a future sprint
