As of about a week ago, there’s been a renewed push toward use of the “EPI Use” tab’s “Number of Stockout Days” datum to calculate stockout rates. This would be ideal; the main reason it hasn’t been used until now is that it’s historically been underreported.
Work is still underway to determine how we’d collectively like to calculate the denominator (roughly: the “number of total facilities”) while determining stockout rates.
The above two facts suggest that the long-term way in which we’ll calculate stockouts is still evolving. It’s unlikely that we’ll have a definite plan along with updated Tableau worksheets by the end of January. Ben doesn’t want to delay development of the PAV Dashboard until then and therefore thinks it best to align the PAV Dashboard’s stockout calculations with those currently used in our Tableau workbooks.
Update, 11/29/2018: SELV now distinguishes between traditional health facilities (Service Delivery Points) and warehouses. Gradually, the Tableau reports are beginning to do the same. It would be ideal, but perhaps not immediately necessary, if the PAV Dashboard’s stock-management section were to 1) offer a dropdown allowing users the choice between viewing stockout information for either warehouses or health facilities, and 2) take care not to combine/conflate metrics associated with the two.
