STATUS
- to go into the next release (3.1)
- Orderables should be a separate endpoint for now, as in their own REST resources
- Malawi should use orderables and the orderable endpoint after the refactor gets completed
- Data migration should not create commodity types or trade items - we should just have orderables after it completes
- Orderable can exist without identifiers for now
