OLMIS-1696: Reverse relationship of Orderables and how fulfillFor worksDone - to go into the next release (3.1)
Orderables should be a separate endpoint for now, as in their own REST resources
Malawi should use orderables and the orderable endpoint after the refactor gets completed
Data migration should not create commodity types or trade items - we should just have orderables after it completes
Orderable can exist without identifiers for now
