Goal: Key new features are in CCE and performance and Performance. We are holding off on phase 1 of tying together Stock Management to Requisitions because we will only have two sprints before 3.1.3*. We aim to drop 3.1.3 on August 16th.

*Note: The core team will also be releasing just the Fulfillment component around July 20 for one priority of the Malawi implementation (pending approval of Malawi stakeholders).
