From Technical Committee

https://openlmis.atlassian.net/browse/OLMIS-3906 (@Nikodem Graczewski (Unlicensed) and @Sebastian Brudziński:  I think we should not pick this up, though I'd like to make sure that our services won't code themselves into a corner so that when we do implement all of feature based dependencies it's not a huge lift)

Stock Reason Tagging (only pick up if there's space)

Supports stock based requisitions in finding quantities such as total consumed, total losses and adj, received, etc.  Supports reporting in finding the reasons which contribute in a flexible/configurable manner.  We still don't know if we can get what this unblocks in scope, so please do not pick-up if not able.
