Short description: 

Now administrator user cannot enter requisition view page.
The solution will be to change endpoint for getting facilities from /api/facilities to /users/<userid>/supervisedFacilities

Acceptance criteria:

• user with permission to view requisitions should be able to enter requisition view screen
• facility list is filled with user supervised facilities both in online and offline cases
• after selecting facility program list should be filled with facility supported programs
