Short description: Add a new menu item Administration > Configure > R & R Template (for users authorized to do this) Add new Configure R & R Template screen that lists all programs and has a link to edit their template. Clicking that link will go nowhere yet...the next sub-task will wire that up. Test that this screen does the permissions checks described above. Test this new screen in both supported browsers.

Pre – conditions:

1	Check if new menu item Administration → Configure→ R & R Template is added.
2	All programs are listed.
3	Add new program using API.
4	Check if new program is displayed on UI.	"Create" name is available instead of Configured. It happens when template for this program does not exist.
5	Delete the program using API.
6	Check if program disappears from program list.
7	Check if Edit link is working properly (redirect you to other window).
