Short description: 

  • Add a new menu item Administration > Configure > R & R Template (for users authorized to do this)
  • Add new Configure R & R Template screen that lists all programs and has a link to edit their template.
  • Clicking that link will go nowhere yet...the next sub-task will wire that up.
  • Test that this screen does the permissions checks described above.
